Summary of Rule Changes for 2009 season

Rule Changes:

1) Constitution Rule 8 a. Finance. (Page 72 in the TVCL 2008 handbook):

It was approved that:

In line 1 the word “audited” be deleted and replaced with the words “independently examined.”

Tidying up.

2) Constitution Rule 9. Winding Up. (Page 72 in the TVCL handbook):

In line 2 the word “audited” be deleted and replaced with the words “independently examined.”

3) Constitution Rule 4. Administration. (Page 70 in the TVCL 2008 handbook):

It was approved that:

In line 3 the word “six” is deleted.

This gives the Management Committee flexibility re its numbers.

4) Constitution Rule 5 b. Functions of the management Committee. (Page 70 in the TVCL 2008 handbook):

It was approved that the word “six” be deleted and replaced with the words “60% of elected members.”

Tidying up.

5) Constitution Rule 6 a. Special General Meetings. (Pages 70 -71 in the TVCL 2008 handbook):

A new final sentence be added as follows:

“The chairman of the meeting’s decision on any procedural matter shall be final.”

7) Match Rule 1 a. Fixtures. (Page 76 in the 2008 TVCL handbook):

It was approved that a new second paragraph be added as follows:

“All League matches shall be played on a pitch/ground that has been designated by the home club, and approved by the Management Committee. Any club wishing to play a home match on a pitch/ground other than its designated one must first obtain permission from the Management Committee by no later than noon on the Wednesday before the match. Failure to do so could result in the loss of points. The Management Committee shall only grant permission for a change of pitch/ground in exceptional circumstances.”

Clarification within the spirit of the League to avoid doubt and to stop a team attempting to gain an unfair advantage.

N.B. The situation whereby a League match, arranged on a designated pitch/ground, approved by the Management Committee, is cancelled in order that a match in another league (e.g. HCPL) may be played on the designated pitch/ground is covered under Match Rule 1c on page 76 of the TVCL 2008 handbook.

8) Match Rule 3 d. Ball. (Page 77 in the 2008 TVCL handbook):

9) Match Rule 5 a Player Eligibility (Pages 80-81 in the TVCL 2008 handbook):

This rule is deleted and re-written as match rule 5 a 1), 2), and 3) as follows:

“1) A player shall be entitled to play for one Club only during any season except that a player may transfer to another Club provided that the conditions of paragraph 2) below are met.

2) Transfers during the season.

A player may only transfer to another Club in the League during the season and be eligible
to play for their new Club in a League match when ALL of the following conditions have been met:

a) The Chairman of the Player Eligibility Sub-Committee has been notified in writing of the request by the player, and also by each of the two Clubs involved, such notification to be made by completion of the League’s Inter Club Player Transfer Form-available on the TVCL website. This shall apply notwithstanding whether the transferring player has appeared for the TVCL Club he is leaving in either the Home Counties Premier League or TVCL.

b) The player has discharged all financial and other obligations to their former Club) s) and/or League(s).

c) Four League week-ends shall have passed since the player played their last match for their original Club.

d) The Chairman of the Player Eligibility Sub-Committee has notified the player and each Club in writing:

(i) That the transfer has been approved and registered

and

(ii) The date on which the player is first eligible to play in a League match for their new Club.

e) No transfer shall be registered after 31st July in any one season.

3) Transfers between seasons.

A player wishing to change clubs between seasons must first have discharged all financial and other obligations to their former Club(s) and/or League(s).”

In line 2 after the words “...four continuous years” the following words are added: “prior to the date of the first scheduled League match of the season.”

11) Match Rule 5 b 2 (iii). Player Eligibility (Page 81 in the TVCL 2008 handbook):

In line 3 the words “Secretary of the League” be deleted and replaced with the words “Chairman of the Player Eligibility Sub Committee.”

12) Match Rule 5 c. Player Eligibility (Page 81 in the TVCL 2008 handbook):

It was approved that:

This rule is deleted and replaced as follows:

“No player who has played first class cricket in the twelve months preceding the start of the League season shall be eligible to play in matches below Divisions 2A and 2B, without the prior written permission of the Chairman of the Player Eligibility Sub Committee.

For the purpose of clarification the Management Committee defines that a player is deemed to have played first class cricket if he has represented a first class county in England or Wales or similar organisation in any other country at adult level to play any form of cricket.”

Tidying up and significant clarification to avoid doubt.

13) Match Rule 5 e. Player Eligibility (page 81 in the TVCL 2008 handbook):

he words “2A and 2B” be deleted and replaced with the words “2A, 2B, 3A, and 3B.”

Expanding to include Divisions 3A and 3B. In these Divisions more panel umpires than hitherto are being appointed, and it is the intention in the future to try to cover all matches in these Divisions with panel umpires.

14) Match Rule 5 f. Player Eligibility (page 81 in the TVCL 2008 handbook):

After the words “...is duly served” the following words are added: “and all fines (if any) have been paid.”

15) Match Rule 5. Player Eligibility) Pages 80 and 81 in the TVCL 2008 handbook):

It was approved that a new match rule 5 g is added as follows:

“No player shall participate in a playing capacity for the same TVCL member club in more than one adult match on the same day other than as a substitute fielder.”

N.B. A player may umpire or score in a second TVCL match other than that in which he has played subject to the agreement of both captains in the match in which he is to officiate. “

To ensure that neither side has an unfair advantage
