THE
FORMAT OF THE LEAGUE
1. FORMAT
The League shall consist of a
Division 1 and of two Divisions - A & B - at every other
level each except that the lowest level may have a single
Division.
Each Division shall consist of ten
teams playing every other team in the same Division on a home
and away basis in one season. If there is a single Division at
the lowest level the teams may only play each other once.
The format at the lowest level is
at the discretion of the Management Committee and dependent on
the number of teams at that level.
2. PROMOTION & RELEGATION
The Format of the
League paragraph 2 - Promotion and Relegation - shall not
apply to Levels 4 and below at the end of the 2007
season only,
save that:-
(i) the teams at
the end of the 2007 season that finish in 1st and 2nd
positions in Divisions 4A and 4B shall be promoted to
Divisions 3B and 3A respectively and:-
(ii) there shall be
normal relegation from Divisions 3A and 3B.
(a)
The League Champions shall be promoted to Division 2 West of
the Home Counties Premier Cricket League (hereafter referred
to as HCPCL) provided that:
(i) they meet all the necessary criteria to allow
such promotion and
(ii) they wish to accept such promotion and
(iii) they are a Club 1st XI
(b)
If the League Champions are not promoted for any reason then
the Club whose 1st XI finish in second place shall
be promoted to Division 2 West of HCPCL, provided that
(i) they meet all the criteria necessary to allow
such promotion and
(ii) they wish to accept promotion.
If such 1st XI is not
promoted for any reason no Club will be promoted to the HCPCL
in that particular season.
(c)
Promotion and Relegation between Division 2 West of the HCPCL
and Divisions 1, 2A and 2B of the League shall be as under:

for promotion meet all the criteria required by paragraph 3
- Grading.
(e)
Where the promoted and relegated teams will play in the
following season shall be determined as under unless varied at
the sole discretion of the Management Committee:
(i)
the teams that finish in 9th and 10th
places in Division 1 shall be relegated to Divisions 2A and
2B. At the end of even numbered seasons the 10th
placed team shall be relegated to Division 2A and the 9th
placed team to Division 2B; at the end of odd numbered seasons
the 10th placed team shall be relegated to Division
2B and the 9th placed team shall be relegated to
Division 2A.
(ii)
the teams that finish in 9th and 10th
places in all other Divisions A shall be relegated to Division
A at the next lowest Level and the teams that finish in 9th
and 10th places in all Divisions B shall be
relegated to Division B at the next lowest Level.
(iii)
the teams that finish 1st in Divisions 2A and 2B
shall be promoted to Division 1.
(iv)
the teams that finish 1st and 2nd in
Divisions A at all other Levels shall be promoted to Division
B at the next highest Level and the teams that finish 1st
and 2nd in
Divisions B at all other Levels shall be promoted to Division
A at the next highest level.
(v)
If there is a single Division at the lowest Level the teams
that finish 1st and 3rd shall be
promoted to Division A at the next highest Level and the teams
that finish 2nd and 4th shall be
promoted to Division B at the next highest Level.
(vi)
In the event of three teams being relegated from Division 1
the team that finishes 8th shall be relegated to Level 2 and
take the place of the team with worst record that finishes 8th
at Level 2 (see (viii) below) and
(vii)
In the event of four teams being relegated from Division 1 the
teams finishing 7th and 9th shall be
relegated to Division 2A and the teams finishing 8th
and 10th shall be relegated to Division 2B
(viii)
In the event of an odd number of teams being promoted or
relegated from Level 2 and below the team to be promoted or
relegated shall be the team that finishes immediately below or
above the automatic promotion or relegation places with most
or least points.
(ix)
In the event of six teams being relegated from Levels 2 and
below the teams finishing 8th, 9th and
10th in each Division shall be relegated as per
(vi) above.
(f)
In the event of two or more teams finishing with an equal
number of points in any Division or at any level then in order
to ascertain respective finishing positions in their
respective Division and for the purposes of promotion or
relegation from their respective Level, the position shall be
determined in the order given as follows:
(i)
the team or teams with the most wins shall be placed
higher
(ii)
the team or teams with the most wins batting first
shall be placed higher
(iii)
the team or teams with the most ties shall be placed higher
(iv)
the team or teams with the least defeats shall be placed
higher
(v)
the team or teams with the most batting points shall be
placed higher
(vi)
the position shall be determined on the basis that the team
that finished in a higher
position in its respective Division the previous season
shall be placed higher.
In (b) to (e) above,
in the event that a team that qualifies for promotion but
fails to meet the criteria required for promotion for any
reason or does not wish to be promoted, then the highest
placed team that would otherwise be relegated shall not be
relegated.
(g)
No two teams of the same member Club shall play in the same
Division but may play in parallel Divisions.
However there may be occasions when
this is not possible and in this event the Management
Committee or its delegated sub committee shall have the power
to make the appropriate adjustments.
3. GRADING
The grading of all Member Clubs is
deemed necessary to maintain the status of the League. It is
therefore in the interests of all Member Clubs to ensure that
they are able to meet the criteria set out below.
(a)
For the purposes of ascertaining whether a Member Club gains
promotion, it will be graded with regard to its facilities and
playing surface.
(b)
Gradings shall be achieved by accumulating a minimum number of
status points over a weighted collection of two factors as
follows:
(i) Facilities - 30 points maximum.
This shall take into account changing facilities (10 points),
lounge, bar and kitchen (5 points), car park (5 points), score
box (5 points) and sightscreens (5 points).
(ii) Playing surface - 70 points
maximum. This shall take into account the quality of the
square (50 points) and the quality of the outfield (20
points).
(c)
In order to gain promotion to Division 1 Member Clubs shall
achieve a minimum status points total of 60. The minimum
requirement for each of the two factors taken individually
shall amount to at least 50% of the maximum available.
(d)
In order to gain promotion to Divisions 2, Divisions 3 and
Divisions 4 Member Clubs shall achieve a minimum status of
50%. The minimum requirement for each of the two factors shall
amount to at least 40% of the maximum available.
(e)
In order to gain promotion to and from Divisions 5A and 5B and
Divisions 6A and 6B and below Member Clubs shall achieve a
minimum status of 45%. The minimum requirement for each of the
two factors taken individually shall be 35% of the points
available
(f)
The assessment of Member Clubs under this rule shall be made
within 14 days of the conclusion of the League season, and
shall be carried out by three members of the grading sub
committee who will report their findings to the full
Management Committee within seven days of the assessment. The
Secretary shall inform the result of the assessment to the
Member Club concerned within seven days of the meeting of the
full Management Committee, giving details of the result of the
assessment.
(g)
A Member Club shall have the right of appeal against the
result of their assessment. Such appeal shall be in writing,
to be received by the Secretary within seven days, beginning
with the day the assessment was sent. Such appeal shall
include the reasons for the appeal.
The appeal shall be heard by the
Management Committee. The Member Club shall be entitled to
have two members of its Club present at the appeal hearing.
The Secretary shall inform the Member Club, in writing, of the
result of the appeal within seven days of the hearing. There
shall be no further right of appeal.
(h)
All Clubs in the League shall be inspected by the Gradings and
Standards sub committee and rated in accordance with the
appropriate foregoing standards for promotion. Those Clubs not
reaching the required standards shall have two years to meet
the required standard. Any Club not reaching the required
standard after two years shall appear before the Grading and
Standards sub committee to explain their reasons for failing
to do so.
4. GENERAL
In the event of any dispute or query under the
format of the League, or of the playing conditions of the
League, the decision of the Management Committee shall be
final.
